Recreation Program and Facilities Plan

Recreation Program and Facilities Plan (RPFP) adopted

The Parks and Recreation Advisory Board (PRAB) voted unanimously to adopt the Recreation Program and Facilities Plan (RPFP) at its March 15, 2010 meeting. City Council accepted the plan in September 2010 [Meeting agenda and memo]. The plan encompassed numerous public input meetings, focus groups, PRAB sessions, a community survey and online questionnaire. It also included assessing industry trends, local demographics, other programs and facility offerings in the community, funding options and pricing structures. [Public process]

The plan is currently in the implementation phase. The goal of the RPFP is to help guide future decisions and resource allocations for Boulder's recreation division. The plan has been developed as part of a recommendation from the 2006 Parks and Recreation Department's Master Plan and the City Manager's Work Group on Recreation Financing. This plan includes an assessment of recreation trends and issues; local demographics and recommendations for recreation programs, services and facilities.

Public process:

City Council held a study session on Aug. 10, 2010 on the plan. [Meeting agenda and memo]

The Parks and Recreation Advisory Board (PRAB) held a study session on Jan. 28, 2010 to review the draft plan and draft recommendations [Agenda]. A public hearing on the draft plan was held at the March 15, 2010 PRAB meeting.

The fifth study session with PRAB was held Nov. 30, 2009. [Study session packet] The purpose of the study session was to review the additional program and user information, updated information on pricing and cost recovery, and draft policies.

The fourth PRAB study session devoted to the Recreation Program and Facilities Plan (RPFP) was held on Sept. 16, 2009. Staff presented a summary of the Sept. 2, 2009 public meeting and solicited feedback from PRAB on Draft Sustainability Criteria, Potential Strategic Actions, Tax Subsidy Allocations, Draft Framework for Recreation Offerings, and Draft RPFP Plan Components.

Prior study sessions in February and April 2009 represented the "inventory and needs assessment” phase of the project and discussed background research, the internal SWOT analysis (Strength, Weaknesses, Opportunities and Threats), and the Program, Service and Facility Viability Assessment, results of the community survey and the public open house. The third study session held in June, focused on the RPFP Guiding Principles, Core Programs, Program Classification and Financial Sustainability.

Public input regarding community recreation values and priorities will help determine how recreation resources should be allocated in the future. To date, feedback has been gathered through a community survey, a public open house, a recreation focus group, and public feedback forms posted on the city's Web site and available at city recreation facilities.

A study session with City Council took place Tuesday, July 14, 2009. The key components for discussion at this study session have been prepared with input from the Parks and Recreation Advisory Board (PRAB) and the public and include:

  • Long term Financial Sustainability
  • Fund Management Flexibility
  • Cost recovery and Pricing Methodology
