Wastewater Utility Master Plan

The Wastewater Utility Master Plan (WWUMP) is the overarching planning document intended to present key issues, programs, projects and associated budgets for the collection system, wastewater treatment plant and water quality programs.

The WWUMP is supported by three primary planning documents for the Wastewater Utility:

  • The Wastewater Collection System Master Plan (WWCSMP)
  • The Wastewater Treatment Plant Master Plan (WWTPMP)
  • The Water Quality Strategic Plan (WQSP).

Boulder's wastewater collection system and the 75th Street WWTP serve residences and businesses within the 26 square-mile Wastewater Utility Service Area (WUSA). Boulder's collection system currently serves a population of approximately 110,000 people and 101,000 employees associated with commercial and industrial businesses. Projected growth is anticipated to occur primarily through in-fill and redevelopment projects resulting in an estimated 128,000 people and 156,000 employees within the WUSA.

  1. Protect Public Health and Safety
  2. Protect Boulder's Natural Resources and the Environment
  3. Maximize the use of the Wastewater Utility's Funds
