Updated Medical Marijuana Information

In January 2011, the City of Boulder revised its law on the comprehensive licensing system for medical marijuana related businesses within city limits. In Effect as of March 3, 2011, Ordinance No. 7780 contains the changes to Chapter 6-14 of the Boulder Revised Code regarding medical marijuana. Ordinance No. 7780 shows the changes as underline/strikeout. The changes are also in the Boulder Revised Code on-line with the changes shown in yellow in Chapter 6-14. MMB Appeals Hearings

Reminders

As a Medical Marijuana Business (MMB) applicant or licensed MMB, you are responsible for knowing the current City code and how it affects your business!  The MMB ordinance can be found here:

  • A known manager must always be on site 6-14-8 (e).  Additionally, the City must have on file documentation including an individual history report , fingerprint card, ID, and applicable fee to conduct a background investigation for each person considered a manager at least 30 days prior to commencing employment at a MMB.

  • Operating hours of wellness centers must be between 8:00 a.m. and 7:00 p.m. 6-14-8 (f)

  • You may not make changes to MMBs which are still applicants (city license not yet issued). Employee and manager (only non-owners) changes are acceptable. See additional information below. As of March 3, 2011, Boulder City Council made some changes and clarifications to the Medical Marijuana code.

Changes/Modifications to MMBs

Please note that we do not accept changes of any kind on MMB applications, except for additions and deletions of employees and managers with no ownership or financial interest in the MMB.  Such employee changes require official documentation and in the case of additions, new managers are subject to a background check, and your MMB must notify the City at least 30 days before any such change to allow for processing time for a background investigation.

You may mail or drop off the following required documents for addition/change of each business manager with no ownership or financial interest (standard employees with management responsibility):

For removal (without replacement) of a (non-owner) manager, you may mail or deliver notice on letterhead which describes the change, including the full name and relevant dates, signed by the MMB owner.

Once a MMB is licensed, we can accept some types of modifications, but remember that per the City code, transfers and sales of MMBs are never allowed [B.R.C.: 6-14-3 (e)].  If you are a licensed MMB that needs to made adjustments of any kind, please  This e-mail address is being protected from spambots. Complaints

Please contact the appropriate City department for violations of the law.  If you are not sure which department to contact, or to determine if the below link to the Environmental & Zoning Enforcement complaint form is the best method, please This e-mail address is being protected from spambots. You need JavaScript enabled to view it .  A general rule of thumb that may help is if the law violation you witnessed is in progress and must be viewed at that moment, law enforcement (PD) may be the best contact.  If the issue you are aware of is an ongoing or non-viewable event, such as odor, the EZEO department may be best to contact first.  If it is an emergency, you should always call 911.
