Comprehensive Planning, Policy and Design

Comprehensive Planning leads planning and policy development initiatives and ongoing programs in the areas of long-range planning, historic preservation and ecological planning. The division develops and implements the Boulder Valley Comprehensive Plan (BVCP), prepares area plans and other special planning efforts, manages the Historic Preservation program, and coordinates the Urban Wildlife and Integrated Pest Management programs.

Subcommunities

Subcommunities are distinct areas within the service area of the city (Area I and II), as defined by physical boundaries such as roads and parks. For planning purposes, Boulder is divided into nine subcommunities. The CU subcommunity is distinct from the University of Colorado and includes residential properties north and east of the campus.

Subcommunity and Area Plans

Jointly adopted by the City Council and Planning Board, subcommunity and area plans are meant to help implement the broad policies of the Boulder Valley Comprehensive Plan in a particular area. Not all areas of the city need a subcommunity or area plan.
