Investing in the Community

The City of Boulder invests human services dollars in improvng community health and well-being.  The City of  Boulder Human Services Fund supports programs and services consistent with funding priorities identified in the Housing and Human Services Master Plan (2006-2015).

Applications for Human Services Fund support are accepted on a biennial basis.  The Human Services Fund provides funding to community agencies for the delivery of human services to Boulder residents.  All agencies - public or private entities, for profit or non-profit organizations, and governmental agencies - are eligible to compete for funding through the biennial application process. 

In funding programs, the city's mission is to be an investor in the community rather than simply a funder of human services.  The city focuses on what happens after monies are distributed instead of being primarily concerned with distributing money.  The city expects a measurable return on each investment it makes and on its portfolio of  investments.  Human Services Fund resources are strategically invested to address specific community identified priorities by supporting targeted programs rather than agencies or organizations.  Through an emphasis on measuring outcomes of services provided, the city expects to be able to report the results and benefits of services it funds and, in time, show a measuarable improvement in the system of human services and quality of life in Boulder.
