Boulder Junction

Boulder Junction, previously known as the Transit Village, is a 160-acre area where developments are guided by the Transit Village Area Plan

Located in the geographic center of the community, Boulder Junction is located across from the Whole Foods Market on Pearl Street and around the corner from the Twenty Ninth Street retail district, a major shopping and entertainment destination.

This site will be transformed into a lively, mixed-use, pedestrian-oriented place where people will live, work and shop.  It will become a new neighborhood and an attractive destination for other residents and visitors, with regional bus transit connections and public spaces that will benefit the entire Boulder community.

Pearl Parkway Improvements 

In 2010, the City of Boulder applied for and received federal funding for the Pearl Parkway (30th Street – Foothills Parkway) Multi-Use Path Improvement Project. The design of improvements for Segment 1 (30th Street to the BNSF Railroad) was presented at an open-house meeting in October 2011. The design was reviewed by the Transportation Advisory Board (TAB) in December 2011 and approved by City Council in January 2012 during the Pearl Parkway Multi-Way Boulevard planning process.

On May 14, 2012 an open-house meeting was held to present the conceptual design alternatives for Segment 2 of the project (BNSF Railroad to Foothills Parkway).  These alternatives have been evaluated through the Community Environmental Assessment Process (CEAP).  The Pearl Parkway Multi-Use Path Improvement Project CEAP was forwarded to TAB for their review and recommendation.  On Sept 10, 2012 TAB held a public hearing and made a recommendation (3-0) to approve the CEAP and the staff-recommended project design alternatives.   The CEAP was forwarded to the City Council for potential call-up and review by Oct. 16, 2012.  The City Council did not call-up the CEAP so the project team is moving forward with final design.

3 - Pearl Parkway Multiway Boulevard (30th Street to BNSF Railroad) ♦ South Side

This project will be completed in phases to best coordinate with the adjacent private development project.

• Spring 2013 - construction has begun on the south side of Pearl Parkway. The storm sewer and utility work will be completed by early May, followed by street paving of the eastbound Pearl Parkway through-lanes between 30th Street and the BNSF railroad. The new traffic signal at Pearl Parkway and Junction Place will also be installed in May. Construction of the multiway boulevard and multi-use path on the south side of Pearl Parkway between 30th Street and Junction Place will occur from June through August 2013. The multi-use path on the south side of Pearl Parkway will be detoured within the project limits. 
• Fall 2013 - the western section of this project, between 30th Street and Junction Place, is expected to be completed.
• Spring 2014 - the eastern section of this project, between Junction Place and the railroad tracks, is expected to be completed.

• Fall 2013 - construction will begin in September 2013 and is expected to be completed by fall 2014. Construction of the multiway boulevard design on the north side of Pearl between 30th and the BNSF railroad will take place through this construction project.

5 - 3100 Pearl Parkway (Junction Village)

This private development includes a 319-unit apartment complex in four separate buildings and seven retail spaces in 8,112 square feet of space. There will be a two-level, partially below-ground, wrapped parking structure for 363 vehicles. The site will also include a recreation center, multi-use paths and a variety of interior courtyard spaces.

4 - RTD Depot Square (3151 Pearl Parkway)boulder junction depot square

In October 2011, the Planning Board gave approval for development of the RTD Depot Square at Boulder Junction. Depot Square will serve as a mixed-use, transit-oriented private development that will include an underground RTD bus station, new hotel, affordable apartment complex, parking structure, restaurant or pub within the restored Historic Train Depot, and an open plaza.

Transit Village Area Plan - Planning Process

The Transit Village Area Plan (TVAP) was adopted by City Council on Sept. 18, 2007.

Since September 2007, the Transit Village has been renamed Boulder Junction and the following changes have been made:

• in May 2009, new zone districts and other code changes were approved by City Council (May 5 City Council memo);
• in July 2010, two General Improvement Districts (GIDs) were approved for the Phase 1 area of Boulder Junction and some properties were rezoned;
• stormwater guidelines, Junction Place bridge design guidelines, and a Public Arts Master Plan were approved in 2010;
• a number of physical improvements were made to 30th Street in 2011, including: new bike lanes on 30th Street between Arapahoe Avenue and Pearl Street, a new bridge and pedestrian/bicycle underpass on 30th Street at the Boulder Slough, and a new multi-use accessible path connection between the east side of 30th Street and the Goose Creek Greenway (for a complete list of improvements, see the July 31 City Council Memo and study session summary); and
• in January 2012, City Council heard and approved the TVAP Connections Plan Changes (Jan. 17 City Council Agenda Item).
