Housing and Human Services Master Plan
At its November 8, 2005 meeting, City Council accepted the 2006-2015 Housing and Human Services Master Plan, which will serve as a blue print for the operations of the Department for the next decade. An advisory committee of local experts and community leaders advised and guided the Master Plan through a two year process, with substantial input from the community. The Department of Housing and Human Services (HHS) provides direct services such as child care financial assistance, affordable housing opportunities for people with low and moderate incomes, civil rights enforcement, programs and services at two senior centers, school-based family support services, mediation services and the youth opportunities program. Two-thirds of the Department's approximately $13 million budget (2005) is allocated to community agencies for services, such as the People's Clinic, Mental Health Center , Boulder Housing Partners and many other agencies. About one-quarter of the Department's budget comes from the City General Fund; other sources include federal and state funds, foundation grants, dedicated taxes and fees. Many of the services of the HHS Department and those of the agencies it funds help support the community's workforce and economic vitality of Boulder . Four principles guide the services the Department provides and funds: • Safety net services: Physical and mental health care, food and nutrition, emergency shelter, and affordable housing for very low income residents; • Community responsibility and social equity: Ensuring a quality environment that promotes a livable community; • Economic and social diversity: Promoting respect, value and support for people of different incomes, ages, abilities and cultures; and • Self-sufficiency: Providing opportunities for each individual to reduce dependencies.
