The University Hill General Improvement District (UHGID) was created to provide parking and maintenance on July 21, 1970. Ordinance No 4958  expanded the scope to include pedestrian, bicycle, mass transit, and aesthetic improvements in November 26, 1985. The UHGID boundaries span a three block area.

A five member University Hill Commercial Area Management Commission University Hill Commercial Area Management Commission  appointed by City Council administers the business affairs of UHGID.

Monthly meetings are held on the third Wednesday of each month and offer residents an opportunity to voice their suggestions, comments and criticisms on any issues that fall within UHGID'S purview.

UHGID's Staffing and Duties

Two city staff members perform maintenance on the Hill seven days a week. On Saturday through Tuesday, there is one staff person. On Wednesday through Friday, there are two staff members on duty.

UHGID'S duties include:

Inside the commercial district:

  • Removing trash
  • Sweeping and occasionally power washing the sidewalks
  • Removing snow from the sidewalks
  • Removing graffiti from the public utilities
  • Cleaning Hill surface lots
  • Replacing banners
  • Decorating for the holidays
  • Maintaining pedestrian lights
  • Planting and maintaining flowers, monitoring trees.

Outside the commercial district:

  • Removing trash from UHGID-placed receptacles

UHGID is NOT responsible for:

  • Maintaining Alleys
  • Removing graffiti from private property
    (This is the responsibility of the property owner
    who, as per policy, will be fined
    if he/she does not comply)

UHGID's Market Study Report
In attempts to maintain a thriving business district, UHGID commissioned an intensive market study in February 2001.

UHGID addressed the results of the marketing study by hiring Stratecom, a local advertising agency to help rebrand the Hill. See the results of the advertising and marketing initiative.
