The Facilities & Asset Management (FAM) division of Public Works was formed in 1994 for the purpose of better managing city facilities worth more than $250 million. Prior to the formation of FAM, city facilities were managed by their respective departments using operational funds supplemented by occasional bond revenues. Since its formation, FAM has assumed an active role in evaluating facility needs and in promoting proactive maintenance and capital renewal programs.
Since 1998, FAM has been responsible for the major Parks & Recreation facilities and the General Fund facilities.
FAM assists other departments in the management of their facilities and routinely provides information on facility management practices, changing laws and regulations, and maintenance of building systems and equipment. FAM also provides facility construction and project management services to all city departments.
Since Jan. 1, 2004, FAM has provided operations and maintenance support for Library facilities under a Memorandum of Understanding.
FAM's Mission:
To coordinate, and in some cases directly manage, the maintenance and replacement of city facilities and equipment.
FAM Responsibilities:
- Operation and Maintenance of facilities assigned to FAM.
- Renovation and Replacement of General Fund facilities.
- Scheduling and management of Capital Improvement Program (CIP) projects related to facilities which are funded by the General Fund (010), Capital Development Fund (110), or Facility Renovation and Replacement Fund (650).
- Maintain a database of all city facilities and properties for financial and insurance purposes.
- Promulgate city policies, standards, and best practices to be used in managing buildings, building support systems, equipment, and furniture.
- Make recommendations to the City Manager's Office regarding use and space allocation of city facilities.
- Manage the Equipment Replacement Program to provide for the replacement of major city equipment when it reaches the end of its service life.
- Coordinate with the Environmental Protection Agency (EPA), US Green Buildings Council (USGBC) and all city departments in administering energy and environmental sustainability programs.
