What are the Key Features of the 1996 TMP?

  • Map of City limits Established transportation plans and programs within the context of the broader community goals to protect the natural environment while enhancing Boulder's quality of life and economic vitality;
  • Recognized the reality that Boulder is a community surrounded by open space, largely developed in terms of physical extent and that Boulder values its historic and natural resources;
  • Acknowledged that Boulder is unlikely to significantly expand road capacity and established the ground-breaking goal of shifting 19 percent of peak hour trips out of single persons driving a car to other forms of personal travel;
  • Established the principle objectives of:
    • No long-term growth in vehicle traffic;
    • Reduction in travel by a Single Occupant Vehicle (SOV) to 25 percent of all trips;
    • Continuous reduction in automobile emissions of air pollutants;
    • No more than 20 percent of roadways congested (LOS F); and
  • Added complete bicycle and bus system plans to the other modal plans.
