Lot and Garage Parking Permit Fees and Conditions

Listed below are conditions which regulate the City's parking permit program and which all permit holders must follow:

  1. Wait List Policy: Permit space(s) will be assigned on a first-come, first-served basis. There is a $10.00 deposit per space to be placed on any wait list. If the permit is accepted when offered, the deposit will be applied toward the permit payment. If the permit is not taken when offered, the deposit is non-refundable. However, deposits will be refunded for a voluntary removal from a wait list prior to an offer being made. Wait list permit spaces(s) are transferable ONLY when the name on the wait list is that of a business or property and is part of the sale of that business or property.

  2. Quarterly Permit fees for each lot and garage are listed below.
    Note: the fee is for three (3) months of parking.

    Downtown Lots – $163/Qtr
    1336 Canyon
    1745 14th
    1775 14th

    Downtown Garages – $265/Qtr
    10th & Walnut (St. Julien)
    11th & Walnut (Randolph)
    14th & Walnut (RTD)
    15th & Pearl
    11th & Spruce

    University Hill Lot – $155/Qtr
    1205 Pleasant

  3. Permits must be renewed by the following deadlines for each quarter. (Please keep a copy of this schedule.)

    1st Quarter (January - March) renew by December 31 of previous year

    2nd Quarter (April - June) renew by March 31

    3rd Quarter (July - September) renew by June 30

    4th Quarter (October - December) renew by September 30

    Permits not renewed by the stated deadline will be revoked and immediately offered to the next person on the Wait List. Renewal notices will be posted in garages and mailed to the address on the application. It is the applicant's responsibility to notify Parking Services of an address or phone change.

    It is the applicant's responsibility to renew on time. Renewal payments may be made through the mail, in person, or by phone with a credit card.  Mail renewals should be sent by the 15th day of the renewal month and must be received by the renewal deadline stated above. To expedite the permit renewal process, please write your permit number on your check.

    Methods of payment include cash, check, money orders or Visa/MasterCard. Money orders and cash are accepted only in person with proper identification. Checks are the preferred method of payment if renewal is mailed. If renewal is made by phone, payment must be made with Visa/MasterCard.

  4. A $15.00 replacement fee is charged for lost, damaged, or stolen permits.
  5. Permits can only be used at assigned locations. Permit parking is available on a first-come, first-served basis. Leasing a permit does not guarantee you a space, nor does it guarantee you a covered space.  Without a permit, you will be charged the current parking rates. Only one parking space is allotted per vehicle. Only one vehicle per permit may be parked in a garage or lot at one time. Vehicles parked for more than 72 consecutive hours may be towed at the owner's expense. All 10th & Walnut (St Julien) permit holders are required to park on B-2 (lowest level). 
  6. Parking Services reserves the right to temporarily or permanently reassign any permit holder due to maintenance, construction or reorganization.
  7. Permits are transferable ONLY when the permit(s) is leased by a business, property, property owner, or property management company and is part of the sale of that business or property. Permits are the property of the Central Area General Improvement District (CAGID) or the University Hill General Improvement District (UHGID) and must be returned, if revoked.

    Permits cannot be resold. Property owners or property managers may reissue permits to their tenants. Property owners or property managers may be required to submit a list of the tenants to whom permits were reissued. Permits cannot be reissued for more than the permit fee.The permit may be used by the applicant in up to three different vehicles driven by the applicant as long as the vehicle license plate is recorded with Parking Services. Vehicle license plate number(s) must be provided in order to obtain a permit. Anyone suspected of permit transferring will be required to furnish car registration for vehicles owned and used by permit holder. Also property owners or property managers or businesses may be required to submit to Parking Services the list of tenants to whom they have resold permits.

  8. If you have a state issued handicapped license plate or placard, please make note of such on the following application where indicated.

  9. Where hangtag permits are required, permits must be hung from the rearview mirror with the lot name facing out at all times the vehicle is in the permit facility.

  10. Individuals and vehicles not following these conditions will be subject to ticketing and/or towing (at owners expense) or revocation of permit. Any person or entity which knowingly allows their permit to be used in violation of these conditions shall have such permit revoked and shall be ineligible for a permit for any vehicle for a period of one year. After a one year revocation period, the individual or entity may be placed on the wait list as of the current date.

  11. Parking Services reserves the right to revoke any permit issued for nonpayment or returned checks.

  12. Cars are parked in permitted locations and garages at the owner's risk. Articles left in car are at owner's risk. The City of Boulder is not liable for damages caused by vandalism, theft, driver's negligence or acts of God, and is not liable for personal safety.
