Boulder's Water Conservation Rebate Program
The City of Boulder is offering rebates to its water customers on certain water-conserving landscaping materials, high efficiency clothes washers and some toilets as described below.

Please Note: Rebate applications will not be accepted unless the following items are received by the Water Conservation Office:
- A complete rebate application
- A complete immigration affidavit (page 4 of application)
- A photocopy of identification used to satisfy the immigration affidavit (typically a Colorado drivers license)
Why is the immigration affidavit form required ?
Why do we offer rebates?
- Rebates help introduce customers to new technologies and alternatives and, in this case, also help them conserve water.
- The Water Conservation Office has had a rebate program since 1997 and has contributed to the installation of hundreds of high-efficiency devices.
- The program costs for any rebates included in the Water Conservation Office program are less than the marginal cost for water and have the additional benefit for serving to educate our customers on the importance of using water wisely.

How can I get a rebate?
Guidelines
- Rebates are available to City of Boulder water customers only.
- Rebates are limited to purchases made in 2009, one rebate per category per customer.
- Look at the application to find out what products are applicable for rebates and how much of a rebate you can potentially receive.
- Applications must be sent to the Water Conservation Office for approval.
- Checks will be issued by the city Finance Office. Turnaround time will be approximately one month after receipt by the Water Conservation Office.

How to complete your rebate application
- Purchase items from the approved list below.
- Submit a legible copy of the receipt of purchase to the Water Conservation Office along with a complete application and the
Immigration Affidavit. (

- FOR TOILET and/or WASHER REBATES: please make sure the make and model of the washing machine and/or toilet is clearly marked on the receipt.
- When approved, the rebate recipient's information will be sent to the Finance Office.

How much of a rebate am I eligible for?
- Each product class is eligible for different rebates.
- Look at each application to determine potential rebate amounts for each different type of product.

PRODUCT DESCRIPTIONS
Indoor

Clothes Washers: Only those devices on the CEE-approved list are eligible for a rebate. Check the CEE Web site for eligible products

Toilets: Look for these specifications when finding a toilet eligible for City of Boulder rebate:

1.28 gallons per flush (gpf)*

Look for the EPA "Water Sense logo"

High Efficiency Toilet (HET) that is both dual flush or pressure assisted.
For additional details on eligible models check:
* Please note rebates are not provided for toilets which can be switched between 1.6 gpf and 1.3 gpf

Outdoor
- Drip Irrigation: All main lines, piping, emitters, pressure regulators, filters, flush valves, back flow preventers, and support stakes and up to two battery-operated timers per system. Emitters rated at 15 gallons per hour or less only.
- Sprinkler Controllers: To be eligible, all controllers must include all of the following features:
- Seasonal or Budget adjustment - to match current seasonal and/or water provider guidelines
- ET or soil-moisture-sensor controlled - to match watering with actual weather patterns
- Programmable with multiple programs, stations and start times
- Ability to connect a rain-shutoff and/or soil moisture-sensor device.
- Low Volume Nozzle: Nozzles designed to replace common spray nozzles, and deliver precipitation at a slower, matched-rate and provide even coverage. Only devices delivering 0.90 inches per hour or less are eligible for the rebate.
- Soil Amendments: Any commercially-produced compost product.

Why are products eligible for rebate?
Indoor:
- Studies have shown that two of the largest indoor water uses for domestic needs are toilet flushing and clothes washing.
- The city's clothes washer rebate program has been proved popular and effective in assisting customers in making some water-wise choices in their appliance purchases.
- New toilet technology is now available offering significant savings (30 percent or more) over existing standard devices.
Outdoor:
- The new rebates address each of these areas by encouraging customers to 'tune-up' their system with newly available, smart irrigation-control technology. This additional incentive encourages those in charge of landscape maintenance to fix all the broken or leaky aspects of a system to make their new technologies most effective.
- One addition this year is the promotion of soil amendments for landscape applications. Studies show that amended soil has a much higher water holding capacity than the native, high-clay soils of the Boulder area.
