Construction of the Elmer's Twomile Greenway project from Goose Creek to Glenwood Drive began Feb. 2, 2009. Project construction is anticipated to be completed in seven phases beginning at the south end near Goose Creek and be completed in approximately 15 months.

During the initial phases, the contractor will be mobilizing equipment and starting construction of a temporary parking lot on the Rayback property north of Valmont Road and west of 28th Street in order to provide parking for Shady Hollow and Platte River Associates. The temporary parking lot is anticipated to be completed and the parking areas south of Valmont Road will be closed at the end of February. A temporary pedestrian crossing will be constructed across Valmont Road to allow access to the temporary parking lot. The initial stages of construction will also include tree removal along the drainage corridor south of Valmont Road and the installation of a sanitary sewer line west of the Villa Shopping Center.

As construction progresses north, during the late spring or early summer, construction of the pedestrian undercrossing in Valmont Road will occur. During this phase of the project, two lanes of traffic will be closed in Valmont Road. Initially traffic will be shifted to the north side of Valmont and then as construction of the undercrossing continues traffic will shift to the south side of Valmont.

The final phases of the project will include the construction of the path and drainage culvert from Valmont Road north to Glenwood, which is anticipated to occur during the fall or winter of 2009.

Project Background

The Elmer's Twomile Greenways project includes a grade-separated, multi-use path connection from Goose Creek to Glenwood Drive, an underpass at Valmont Road and flood mitigation improvements.  The transportation improvements will provide a missing link between the area north of Glenwood Drive and the entire Greenways trail system.  Flood mitigation will address flooding that would occur south of Glenwood Drive to the confluence with Goose Creek during a 100-year storm event.  Several properties west of the Elmer's Twomile channel and east of 28th Street are currently in the 100-year conveyance zone, and portions are also in the high hazard zone.   This project would remove these properties from the 100-year floodplain by containing the flows within the Elmer's Twomile channel (or a box culvert).

August 21, 2008 - In February and March 2008, city council approved an ordinance to acquire all the necessary property to construct this project.  Staff anticipates that construction will begin in late 2008 and be completed in 2010.  No City Council action is anticipated in 2008 or 2009.

October 2007- As part of the federal funding process, right-of-way plans were developed that show the need to acquire 21 easements from nine properties in order to complete the project.  Three of these properties are home owner associations (common areas) which require approval of 67 percent of the homeowners.  Water rights issues and a ditch crossing agreement also need to be negotiated with the Boulder & Whiterock Ditch Company.  Easement acquisition was anticipated to be completed by December 2007.  Staff hopes to be able negotiate with property owners through the appraisal process.  However, if negotiations are unsuccessful, eminent domain may need to be considered in order to construct this project within the time-frame allowed by the federal funding requirements.  Staff provided City Council with an update through a WIP in November 2007 and will request approval from City Council to move forward with an ordinance in January or February 2008 authorizing the use of eminent domain to acquire the necessary easements.
