Introduction

The Department of Housing and Human Services has initiated a review of the City's affordable housing programs to assess progress on the City's affordable housing goals and to evaluate current policies, programs, and priorities.

The 2009 Affordable Housing Program Review

The 2009 Affordable Housing Review is designed to take a comprehensive look at the city of Boulder's affordable housing goals, policies, regulatory tools and new initiatives.  In particular, the review will look at progress toward the goals, what has worked well, what could work better and what new ideas should be implemented going forward.

The 2009 Affordable Housing Program Review consists of three phases:
Phase I: Goals and Strategies Review (June - December, 2008)
Phase II: Regulatory Review (October, 2008 - October, 2009)
Phase III: New Initiatives (September, 2009 - June, 2010)

As of December 31, 2008, there were 2,855 affordable units in the city, or approximately 6.3% of the total housing stock, including 187 shelter beds and 55 group home beds.  Approximately 1,650 affordable units are needed to meet the city's goal to have 10% of the city's housing stock as permanently affordable.

The 2008 Affordable Housing Report provides background information on Boulder's housing program, current affordable housing goal, and progress on the goal.

The Inclusionary Zoning Introduction/Summary provides general information on the Inclusionary Zoning Program which requires most new residential development contribute 20% of the total number of units as permanently affordable.

The 2008 Affordable Housing Survey asked current residents of affordable units, mobile home residents, employers and employees (with particular emphasis on commuters) about the affordable housing program
