What's New: On Tuesday April 21, 2009, City Council will be reviewing BVCP land use options for the 5.25 acre vacant parcel adjacent to the Orchard Grove Mobile Home Park. Last September, after rezoning of the 27-acre mobile home park, City Council directed staff to look at BVCP land use options for the vacant parcel. Because the parcel has a different BVCP land use designation of Medium Density Residential, compared to the 27-acre parcel's BVCP land use designation of Manufactured Housing, a rezoning of the smaller parcel was not feasible at that same time. A Wildlife Assessment report and an Income Assessment report were both prepared and are available at the following link. Oct. 9, 2008 - Staff is currently preparing an analysis of a potential Boulder Valley Comprehensive Plan (BVCP) land use designation change for the five-acre parcel of land to the northeast of the mobile home park. Staff is analyzing a potential change to the "Manufactured Housing" land use designation on the BVCP map, compared to maintaining the current Medium Density Residential zoning designation. Staff anticipates that they will schedule a neighborhood meeting within 30 days to review goals and objectives, with input from property owners as well. Upon completion of staff analysis, staff will present their findings to Planning Board in December and to City Council in January.
On Sept. 2, 2008, City Council adopted Ord. No. 7609 that rezoned the 27-acre Orchard Grove Mobile Home Park from RM-1 (Residential Medium -1) to MH (Mobile Home). Prior to that action, on Aug. 7, 2008, the Planning Board unanimously recommended that City Council approve the rezoning of the 27-acre parcel. Also at the Aug. 7 Planning Board hearing, the Board concluded that it was premature to proceed with any action on the five-acre parcel of undeveloped land to the northeast of the mobile home park until a number of questions were answered. Background: Orchard Grove is a 27-acre site at the northeast corner of 30th and Valmont and contains 216 homes. There is an additional five-acre vacant parcel to the northeast of the park. The 27-acre park has a Boulder Valley Comprehensive Plan (BVCP) land use designation of Manufactured Housing while the five-acre parcel has a BVCP land use designation of Medium Density Residential. Both parcels are zoned Medium Density Residential and under the same ownership. Residents describe the park as having a strong sense of community, with a diversity of ages, incomes and ethnicities, and a high percentage of mobile home ownership. It is an older park, established in 1965, and hosts abundant wildlife, trees and other mature landscaping. The park has been privately owned by a longtime Boulder partnership.
Orchard Grove is currently for sale for a reported $15,000,000 sale price. A private developer had originally expressed an interest in purchasing the park and redeveloping it with a higher density development that would include 30 to 40 percent permanently affordable housing. Given the impending sale of the park, residents have expressed concerns to City Council about the possibility of the loss of their homes, their community and their lifestyles. The City Council voted on June 3, 2008 to ask staff to come back with analysis and options addressing the public concerns about the Orchard Grove Mobile Home Park. At its July 8, 2008 meeting, council passed a motion initiating rezoning of the park to Mobile Home (MH) zoning. Essentially, there are now two separate public processes ongoing as a result of these decisions: 1) a rezoning process, and 2) a process to explore other options to address the residents' concerns.
