Project Introduction

The applicant has submitted a proposal to redevelop the existing Army Reserve Training Center site at 4640 Table Mesa Drive with a variety of residential housing types (e.g., row houses, duplexes, and single family homes) totaling 41 units. The units would be accessed off of Tantra Drive (primary access) and Table Mesa Drive (fire access only). Prior to submittal of this proposal, two Concept Plan applications (one in 2006 and one in 2009) have been submitted to the city and reviewed by the Planning Board.

Specific application requests relating to the proposal are listed below:

1) BOULDER VALLEY COMPREHENSIVE PLAN (BVCP) LAND USE MAP CHANGE:An alternate proposal has been submitted that would designate the western portion of the property as Low Density Residential. Request to change the BVCP land use map designation from Public to Medium Density Residential.

2) REZONING: Request to rezone the property from RL-1 (Low Density Residential – 1) to RM-1 (Medium Density Residential – 1). An alternate proposal has been submitted that would leave the western portion of the property as Low Density Residential (RL-1) zoning.

3) SITE REVIEW: Request for approval to redevelop the existing Army Reserve Training Center site with a variety of residential housing types (e.g., row houses, duplexes, and single family homes) totaling 41 units (including nine permanently affordable units). The units would be accessed off of Tantra Drive with fire/emergency access off of Table Mesa Drive. An alternate proposal, consistent with those discussed above, would consist of 37 units (including seven permanently affordable units).

4) VESTED RIGHTS: Pursuant to Section 9-2-19, B.R.C. 1981, the applicant is also requesting approval of vested rights to begin construction within five years of project approval.


Project History

The applicant submitted a Concept Plan application in 2006 for 40 units (duplexes and rowhouses) with access off of Table Mesa Drive. At its review in early 2007, Planning Board did not support the proposal and suggested to the applicant to create a revised concept plan that provided access of Tantra Drive, rather than Table Mesa Drive, and one which had a more compatible interface with the existing single-family homes to the west. A revised Concept Plan was submitted in early 2009 and was reviewed by Planning Board. The latter project was found to be more compatible than its predecessor; however, the board suggested some design changes and additional community benefit on the site prior to submitting detailed applications.
