Work Zone Traffic Control Policy UpdateUpcoming meetings: City Council is scheduled to consider and take action on this project on Tuesday, Sept. 15, 2009. The purpose of this project is to update the City of Boulder's policies This project seeks to offer project managers, contractors and the traveling public a clear understanding of what is expected regarding the decision making process for determining reasonable transportation impacts and the method of handling those transportation impacts during private development and public infrastructure construction work zones. The project will develop work zone traffic control policies that are reasonable in achieving a balance between environmental, financial and social impacts of right-of-way closures. It will also consider the most current transportation needs of our community as well as most current practices of the transportation and construction industries. Project Goals:
To accomplish these goals and objectives, city staff is proposing to add an additional chapter to the city's Design and Construction Standards (DCS).In addition, we will be proposing changes to several existing ordinances in the Boulder Revised Code (BRC). Stakeholder input on proposed amendments to the DCS and the BRC is requested. The proposed new chapter in the DCS regulates the design and construction of public infrastructure improvements and landscaping in the city's public right-of-ways and public easements. Throughout the first quarter of 2009, staff sought community review and comment by affected stakeholders. Groups including CU-Boulder, Boulder Valley School District (BVSD), Community Cycles, Walk Boulder, the Planning and Development Services Advisory Group, the Colorado Department of Transportation (CDOT), and members of the work zone traffic control industry were contacted and encouraged to provide comments. Public hearings were held on May 11, 2009 at the Transportation Advisory Board meeting and on July 16, 2009, at the Planning Board meeting.
