Skunk Creek Letter of Map Revision (LOMR)

Background

The Skunk Creek flood mapping study evaluated the floodplain between the area downstream of the Anderson Ditch in the Green Mountain Cemetery and the area downstream of 27th Way, a reach of approximately half a mile. Based on this study, the city has created new floodplain maps that will potentially replace both the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRMs) and the City of Boulder floodplain maps.

The new floodplain maps were developed based on:

• updated topographic data;
• city-sponsored improvements at the Broadway and 27th Way pedestrian underpasses; and
• updated floodplain, floodway and high hazard zone boundaries.

Updates and Next Steps

Floodplain modeling is currently in progress. As part of that effort, the project is being expanded to include the Skunk Creek, Bluebell Canyon Creek, and King's Gulch floodplains inside city limits. The updated floodplain mapping is anticipated to be available in late summer 2013.

The next steps for the project include:

• Open house – June or July 2013
• Water Resources Advisory Board presentation – July or August 2013
• Planning Board presentation – September or October 2013
• City Council presentation – November or December 2013

If the project is approved by City Council, it will likely be submitted to the FEMA in the spring of 2014.

Study Results

The proposed changes incorporate more accurate topographic information, as well as improvements along Skunk Creek that have occurred since the last floodplain map was approved by the FEMA in 1987.

Based on this new information, some structures have been removed from the floodplain, floodway and high hazard zones, while others have been added. The tables and maps below indicate the changes in floodplain designation for all structures in the old and new floodplains.
