
BVCP - 2010 Major Update

Help shape the future of Boulder!
In January 2010, the City of Boulder will began the 2010 Major Update to the Boulder Valley Comprehensive Plan (BVCP). The BVCP, jointly adopted by the city and county, is primarily a guide to physical development and preservation of the Boulder Valley, but it also incorporates the economic, environmental and social values that help make Boulder a unique and special place. The 2010 Major Update, branded as "Sustainable Boulder: Creating our Future" is an opportunity to make adjustments to the plan that reflect changing circumstances and community desires.

Public Requests for Changes -
Screening hearings, public hearings and screening on what public change requests to maps, policies and text of the BVCP will be further studied as part of the five-year major update will take place at the following dates and times:

The City of Boulder Planning Board and City Council have taken action on requests from the public that should be included in further consideration during the major update process. City Council requested additional information regarding Area III-Planning Reserve requests. See a list of
actions taken by the city.
The County Planning Commission and the Board of County Commissioners will consider the land use change requests in Area II, Area III-Rural Preservation and all text and policy change requests. The request for changes in Area III-Planning Reserve are still pending action by City Council. Members of the public may still speak to those items, but the county will not take formal action on those requests at this time.

Proposed Work Plans for Update Components - Added May 27, 2010
- What will the Denver region look like in the year 2040? How can our region accommodate millions of new people and jobs? How might different development patterns and infrastructure investments influence our region's quality of life? Check out DRCOG's "MetroQuest," an interactive computer tool that allows policy makers, business leaders and the general public to explore these questions by visualizing alternative future scenarios for our region.

The event looked at “big picture” future trends that are shaping social, economic, and environmental sustainability. Three panelists framed some of the larger planning and sustainability issues facing the nation and world today while providing some insight into how these issues might affect planning efforts in Boulder. The panelists included:

L. Hunter Lovins, Esq. - Environmental Sustainability
Dr. Richard Wobbekind - Economic Sustainability
The second kick-off event, "Shaping Sustainability," was held on Saturday, Feb. 27.

Event Purpose:

Provide background information on the city's community sustainability goals and the role that physical planning plays in becoming a more sustainable community.

Understand the city's vision under the current comprehensive plan and obtain input on whether changes are desired; and if so, how.

Consider what this suggests for potential areas of focus for the 2010 BVCP Update.
Objectives/Desired Outcomes:

Learn about the city's current vision and areas of potential change under current policy and current trends.

Learn about community sustainability and its relationship to the City of Boulder.

Discuss areas of agreement or disagreement, be collaborative

Have fun, with an emphasis on "hands-on" participation

Confront trade-offs

Ensure that the results are ground in "real" options that could actually address what is suggested as part of the BVCP Update or Sustainable Streets and Centers project

Ensure that participants feel their input is valued and will be considered while moving forward

The Third Event, "Discussion of Key Themes and Priorities," was held on March 10, 2010.
City staff reported back to the public on the input gathered from the community. Participants worked in small groups to prioritize top areas of focus based on community values for presentation to City Council.
Meeting Purpose:
- Present what has been heard about items that should be included in the updated BVCP
- Check-in on BVCP core values
- "*Cafe-style," Round table discussions about key themes of sustainability to gain clarity about concerns for the future
- Prioritize issues and concerns.
*NOTE - World Cafe Meeting Design is based on a format of progressive rounds of conversations around questions that matter. By providing opportunities for people to move in several rounds of conversation, ideas, questions and themes begin to link and connect.
