A Neighborhood Permit Parking zone is a residential area where on street parking is restricted. The NPP program was developed as a tool to balance the needs of all who park on our streets, including residents, visitors and commuters. The Neighborhood Permit Parking program was adopted by the City of Boulder as part of the new Transportation Master Plan.
