Garage Renovation Updates

 


Beginning this summer, maintenance will begin at the 15th and Pearl garage. Early this fall, renovations and improvements will begin in all five garages including painting, interior signage and variable messaging.

Current projects are winding down in all the structures and should be completed within the next couple of weeks. Work has included a remodeling of the entrance to the Randolph Center (1100 Walnut), the cleaning and painting of structural steel at three garages, and water intrusion mitigation at 1000 Walnut (St. Julien). With the completion of these tasks, Parking Services staff will begin to look at future enhancements. These future enhancements may include interior painting, new signage, and increased way finding services.

June 29, 2010 - 1500 Pearl Street Garage:  
Premier will begin closing off the main stairs on the north side of the structure later this week in preparation for sand blasting and painting. We expect them to be in the stairwell for a couple of weeks. This section is the largest and perhaps the one in most need of repair.  Plans are to maintain access to stores and offices as well as the elevators.  Thanks to everyone for your patience, this is the final major step in this year's projects.

June 2, 2010 - 1500 Pearl Street Garage:  Attention Patrons and Tenants of 1500 Pearl - Significant renovation work will be underway over the next few weeks in the stairwells of the building. Workers will be sandblasting the metal structures to remove rust and deterioration to allow for painting and possible metal repairs. This work will generate noise and dust. Every effort will be made to mitigate the effects; however, not all the dirt or noise can be contained. To help alleviate the consequences, please avoid parking next to the stairwells that are being worked on.

April 8, 2010 - Partial Closures to begin at 1100 Spruce Garage:  Portions of the Parking Garage located at 11th and Spruce will be closed beginning Monday April 12, 2010 for repair (sand blasting and painting). The stairway and elevator located in the southwest corner will be closed for approximately three weeks while rust is removed, repairs are completed, and the structure is repainted. Patrons needing to use an elevator will be asked to use the elevator located on the north side of the structure. Once work is completed at that stairway, workers will move to the stairwell located at the southeast corner.

Parking Services and Premier Specialties (contractor) are aware of the importance of graduation week to the downtown community. Work is being planned and scheduled to minimize any inconvenience. Available parking at the facility is not anticipated to be impacted.

April 6, 2010 - Parking Garage to close at Randolph Center, 1100 WalnutThe parking garage at 1100 Walnut will close temporarily on Sunday, April 11, 2010 beginning at 7 a.m. It is expected that the garage will remained closed for several hours while needed electrical updates are completed and a new entrance sign for the garage is installed. Owners that leave their vehicles in the garage that night may experience a delay in retrieving their cars the next morning. Work crews will work with patrons to safely exit. Access to the garage will be denied during the closure.

Renovation work continues at the 10th and Walnut and the 11th and Spruce facilities.

March 8, 2010 - Work continues at three parking structures. The painter should finish at the RTD structure at 14th and Walnut and will be moving to 11th and Spruce in the near future. Work continues at St. Julien and Randolph Center

RTD, 14th and Walnut:  Exterior painting is just about complete. Some minor repairs to the stairwells were completed as a part of this project. A final walk through will occur the week of March 8, 2010.

St. Julien, 10th and Walnut:  Work continues on the lower levels. Cracks are being sealed in the south walls prior to the final application of waterproofing for the entire wall. The intent is to seal the leaks before the application. Work is expected to be completed within another month. The intent is to have to waterproofing in place prior to the heavy spring run off. 

Randolph Center, 1100 Walnut:  Work continues on the remodel of the entrance. Work has progressed to allow the installation of the new ADA compliant elevator. Handicapped access is slated to be improved into the parking structure also. 

1100 Spruce, 11th and Spruce:  Painting projects will begin later this week as work is completed at RTD. Minor jobs will be finished first. Eventually lifts will need to be brought in to allow access. Residents will notice tenting and closures of some access points as the work progresses.

1500 Pearl, 15th and Pearl:  Work is scheduled to begin there as Spruce winds down.

January 7, 2010 -  Additional capital improvement projects will begin in January on City of Boulder parking structures.  These repairs will address water invasion, rust and structural repair, and exterior painting and façade improvements. The majority of the work is expected to be completed by July, 2010. Listed below is a summary of the work to be completed. Impact is expected to be minimal to parking availability. Unlike the work in 2009, full closure of any structure is not anticipated (although stair ways may be closed). The work will once again be completed by Premier Specialty Contractors. They have extensive experience in working in municipal garages and are aware of municipal parking demands.

Randolph Center, 11th and Walnut:  Work is already underway at this facility. The project is a joint effort between the owner of the office section and CAGID. Improvements include a new ADA compliant elevator, improvements to signage, landscaping, and exterior façade enhancements.

St. Julien, 10th and Walnut:  Work will start here first; the anticipated start is the week of Jan 11, 2010. This project will focus on water seepage and intrusion. The work will be concentrated along the south walls of both levels with work starting on the upper level. The stairway providing access off the Civic Center pad will also be treated for leaks. Portions of the parking lanes along the south wall will be closed temporarily while the work is completed.

RTD, 14th and Walnut; 11th and Spruce; 15th and Pearl:  Efforts in all three of these structures will involve cleaning and painting of exposed structural steel. Old paint will be removed, in some cases to bare steel to remove oxidation, and a long lasting paint applied. To complete the work on these structures patrons will notice some exterior scaffolding and some swing stages. Some areas will require sand blasting to remove the oxidation and corrosion. All metal will be inspected and additional repairs will be suggested.

The painting process requires a consistent temperature of at least 50 degrees. Efforts will be focused on the St. Julien with an anticipated start on the other garages in March. Work is planned to progress from the St. Julien, to RTD, to 15th to Spruce.

Background:

Since 1999, CAGID financial resources have been focused on improving Parking Services through the construction of two new major parking garages totaling $26 million, renovating the Pearl Street Mall, and covering escalating Eco Pass costs. A committee comprised of DUHMD/Parking Services, Downtown Management Commission, and Downtown Boulder Inc. staff has been meeting regularly to finalize a Capital Maintenance and Improvement Plan. 

During 2008, Wiss, Janney, Elstner Associates (WJE) engineers conducted condition assessment and budget for needed renovations and repairs in CAGID's five parking garages - 15th and Pearl, 11th and Spruce, 14th and Walnut (RTD), 11th and Walnut (Randolph Center), and 10th and Walnut (St. Julien Hotel).  The working committee compiled a list of aesthetic and operational items needed to be done to make the parking structures more appealing and comfortable to use by downtown customers. Premier Specialty Contractors have been selected to perform the work.

The total budget CAGID Capital Maintenance and Improvement Plan is $4 million spread over three years (2008-2010). Improvements will be completed in all five garages. The structural repair items have been identified as a priority to be completed before aesthetic renovation items; these include waterproofing, concrete and steel repairs, resurfacing, sealing, fire sprinkler and lighting replacements.  Initial aesthetic improvements will be focused on 11th and Spruce and Randolph Center including repainting and refurbishing interior directional signage and elevator replacement.
