Garage Renovation Updates

Garage Renovation Update: Final - August 5, 2009

The majority of the renovations and repairs under the current contract will be completed by Premier Specialties by Friday, 8/14/2009.  There are two outstanding waterproofing repairs to be completed, one at 1000 Walnut and the other is at 11th and Spruce.  These tasks are scheduled to be completed in January, 2010.  Below is a summary of the work completed.  Total cost of the project was approximately $1.6 million.

1000 Walnut (St. Julien Hotel):  The upper floor was coated in an epoxy sealer to prevent water damage to the concrete.  Traffic coating was applied at the entrance to further protect the flooring.  In the course of the repair process, water leakage and subsequent damage was found on the south wall. This repair is scheduled in January 2010.

11th and Spruce:  The most significant renovations took place in this structure.  The entire fire suppression system was removed and replaced with galvanized piping to assist in longer wear. The entire lighting system was removed and replace with more energy efficient LED lighting. The result of this change is increased lighting and an expected decrease in energy use and cost.  The top deck of the structure was epoxy coated to provide weather protection, as well as new coatings were applied to traffic lanes to extend concrete life.  A water invasion issue was discovered along the south wall, this will be addressed in January 2010. Work is also planned for repairs to the elevators.

1100 Walnut (Randolph Center):  Important structural repairs were completed at this facility.  Support beams were reinforced and repaired.  Epoxy top coating was applied to all the exposed floors and ramps to provide a more stable seal, and additional drains were installed to prevent pooling of water.  This facility is scheduled for a major facelift in the near future.  This will be a joint effort between the City of Boulder and the owner of the office building.

14th and Walnut (RTD):  All exposed deck surfaces were cleaned and epoxy coated to prevent water damage.  The top layer of the ramp was removed and a new coating of flint and epoxy was applied to improve traction and to protect the underlying concrete.  All of the masonry joints were cleaned and a new silicone caulking was applied. The elevator is scheduled to undergo a major overhaul in the near future.

15th and Pearl:  Structural issues were addressed in the lower level of the facility.  Caulking was applied along the south alley to mitigate water seepage, and was also applied to cap joints throughout the structure.  Bollards were installed for safety.

Future work is being considered.  Cleaning and painting are a current priority as well as improved signage and way finding.  Parking Services staff wish to extend a thank-you to all our patrons for their patience during this process.

Garage Renovation Update #16 - July 8, 2009

The ramp repair work at the 14th and Walnut Street (RTD) garage will be completed ahead of schedule. The garage will be open to the public beginning Thursday, July 9 at 7 am.  The top floor will remain closed for an additional period of time while repairs to the façade are completed.  Permit parkers currently using 15th and Pearl are asked to return to their normal permitted facility.  Access cards will be reprogrammed in the near future.

The garage located at 11th and Spruce will be closed the morning of Monday, July 20 with a scheduled reopening on Wednesday, July 22 at 6 am.  All vehicles must be out of the garage by Monday, July 20 or risk being towed.  Travel lanes in the garage will be treated to protect from wear.  Permit holders will be asked to park at St Julien for those two days.  Access cards will be reprogrammed to allow entry and exit.

Garage Renovation Update #15 - June 29, 2009  

The garage located at 14th and Walnut (RTD) will be closed beginning Monday, July 6, with a scheduled reopening of Monday, July 12.  Permit holders are asked once again to park at 15th and Pearl. Planned renovations include final repairs to the entrance ramp, and traffic coating of the concrete in high traffic areas. Garage Renovation Update # 14 - June 10, 2009

The recent severe storms have caused a change in schedule for the renovations at the 1400 Walnut Garage (above RTD). The initial plan was to install a skid resistant top coat to the ramp this week, then allow time for the product to cure. Unfortunately, a tornado struck the plant that manufactures the coating and no definite delivery date can be set.

Work has progressed sufficiently that the majority of the garage can be reopened to permit and short term parking. The garage will be reopened Monday, June 15, 2009 at 6:00 am.  Permit holders for that facility are welcome to return.  Permits will remain valid for both the 1400 Walnut Garage and 1500 Pearl until the project is fully completed. A second closure will be necessary once a known delivery date for the top coating is established.

We have completed the light system changeover at 11th and Spruce and are in the final phases of fire suppression replacement. Additional surface treatment is scheduled in the near future for that facility. Work at the Randolph Center should be completed by the end of this week.

Garage Renovation Update #13: May 15, 2009

Attention Patrons of RTD and the Parking Garage:
Renovation work began on this structure the week of May 11, 2009. Initial work is focused on minor repairs to the concrete as well as grout removal and replacement on the surface decks. These repairs require some partial closures to complete. Please be aware of workers while driving through the structure.

SCHEDULED CLOSURE DATE:The garage is scheduled to be closed for approximately two weeks starting June 2, 2009. The ramp is scheduled to be removed and replaced. Any vehicles left in the garage after the closure date will be removed at the owner's expense.

All permit holders will be allowed to park at the 15th and Pearl garage. Access cards will be changed to allow ingress and egress to that facility.

Garage Renovation Update #12: May 11, 2009 

Major renovation work has been completed at the Randolph Center garage (1100 Walnut).  Minor repairs will continue, however all floors are now open to parking. Displaced permit holders are asked to return to the garage. Access cards will be reprogrammed and access to the St. Julien garage will be turned off by Friday, May 15.

Garage Renovation Update #11: May 7, 2009 

Randolph Center 1100 Walnut:
The scheduled reopening for May 4 has been partially delayed. Three floors were opened, the top levels remain closed. The reason for this delay is twofold. First, the weather did not cooperate to allow for traffic coating and water repellant repairs, second, additional water repellant treatment was authorized and there was a delay in the shipment of product. The plan calls for the treatment of both exposed decks by the end of the week. It is anticipated that at least one level will be opened, if not both by Friday May 8.

Work will continue in the garage for another couple of weeks as minor repairs are completed. Work is focused on repairing concrete damage to the stairs and the underside of the decks. Any closures for these repairs will be minimal and limited to temporary closure of a space or two. Both Premier and Parking Services personnel apologize for the delay and the disruption and are very appreciative of everyone's patience. Permit holders will be notified when to return to the parking lot. For now, permits are valid at both St. Julien and Randolph.

15th and Pearl:
As the major work ends at the Randolph Center work will resume at the 15th and Pearl Garage. Work at this garage will cause some disruption of normal business operations. There is needed repair work to be completed on a couple of support columns on Level B 1. Concrete will need to be excavated from behind the columns, the net effect is that the noise will travel through the building and may be disruptive. Premier has offered to conduct this excavating process between the hours of 6 am and 11am to minimize the impact. It is anticipated that this work will take between one and two weeks. Future updates will detail the work as it begins.

RTD 14th and Walnut:
While working the mornings at Pearl, the work crews will begin work at the RTD lot in the afternoons. Minimal disruptions will be in place while this work is completed. Scheduled repairs to this structure will require a two week closure later in the month. The access ramp is in need of replacement and is scheduled to be removed and replaced with a new ramp. Once firm dates are established, information will be published. Permit holders most likely will be moved to 15th and Pearl.

Garage Renovation Update #10: April 30, 2009  

Randolph Center garage to partially reopen on Thursday, April 30 at 3 pm. 

The City Parking garage located at 1100 Walnut (Randolph Center) will partially reopen this afternoon at 3pm.  Weather conditions will preclude a full reopening.  Moisture protection and sealing continues on the top two levels of the structure. The concrete needs to be completely dry and there needs to be 3 days of no rain for the necessary work to be completed.  Permit holders will still have access to both the Randolph Center and the St. Julien.  Patrons are asked to use caution as there will still be workers in the structure.

Garage Renovation Update #9: April 24, 2009

Work continues in the 11th and Spruce garage and 1100 Walnut (Randolph Center). At 11th and Spruce, new lighting is being installed as well as a new fire suppressions system. Work is progressing from the top down. Workers are focusing on one floor at a time to minimize closures and impact. Patrons are urged to exercise safety as they drive through the work areas. There is generally parking further up in the garage. Feedback from the public is that the new lighting is a tremendous upgrade.

1100 Walnut (Randolph Center) remains closed for at least another week. Major concrete repairs have been completed and the shoring removed. Crews are now working on top coating and water protection for the exposed areas of the garage. Passersby may notice an odor, this is not harmful and is a part of the application process. The smell generally dissipates in a few hours after application. There still remains some minor concrete patchwork in the ramps to be completed before the garage can be reopened. Crews are working hard to open the facility as soon as possible, weather will play a major impact on their progress.

Garage Renovation Update #8:  March 30, 2009 

Fire suppression work to begin at 11th and Spruce.

Work begins today, March 30, on replacing the fire suppression system at 11th and Spruce. Material is being delivered and demolition will begin shortly. Work will commence on the 4th floor and work down. Patrons can expect closures related to this work. Closures will be limited to parts of a floor at a time to allow for the safe removal of the old system.

Garage Renovation Update #7 - March 27, 2009

11th and Walnut (Randolph Center) Garage to Close.

The garage located at 11th and Walnut (Randolph Center) will be closing for renovation projects beginning Monday April 6. Work crews will close the entrance on the evening of April 5, all access and exits will be closed the morning of April 6. The closure is expected to last up to 3 weeks. All vehicles must be removed from the garage prior to that date or be subject to tow at owners expense. The closure is predicated by the renovations required and the need to completely close one ramp.

All 11th and Walnut (Randolph Center) permit holders are asked to park at 10th and Walnut (St. Julien). Parking permit cards will be reprogrammed to allow access at that facility. Short term parkers are asked to utilize one of the remaining four City of Boulder owned garages.

Garage Renovation Update #6 - March 19, 2009

Work at 1000 Walnut (St. Julien) is completed for now. We will return later in the spring to apply some traffic coating to the ramps and to complete additional renovations.

Work at 11th and Spruce is moving to a new phase. The top deck has been cleaned, sealed and striped.  New drains have been installed and work has begun on the electrical and lighting systems. The electricians will begin on the top deck and work down; closures will be temporary as they move through the garage. Newer more efficient (to include LED) lighting and fixtures will be installed. The fire suppression system work is scheduled to begin 3/30. This work will entail larger closures, possibly a floor at a time, to allow for system demolition and installation. We will work to coordinate closures between the two contractors to minimize effects on customers. There should remain sufficient room for permit holders, there may be some temporary closures to short-term parking. All work is scheduled to be completed by June 2, 2009.

Work is currently underway at 1100 Walnut (Randolph Center), causing some minor temporary loss of parking spaces. There are some major renovations scheduled for this garage which will require a full closure for a period of 2-3 weeks. Permit parkers will be relocated to 1000 Walnut (St. Julien) during the closure. Our target date for closure is April 6. We will attempt to contact as many permit holders as we can once we have a firm date, staff will be on hand to redirect patrons. We wish to stress that the closure is predicated by construction guidelines and safety, not any structural integrity issues. Scaffolding requirements will cause us to close one ramp for a period of time resulting in a disruption in the safe flow of traffic. During this closure, additional concrete repair and deck sealing will be completed. The plan is to get as much work done as is possible while the garage is closed. Extra work crews are scheduled to move the work quickly.

Work at 15th and Pearl will restart after we complete all the major projects at 1100 Walnut, planned for the end of April. A more precise schedule will be provided in a future update.

Work in the RTD structure will begin later in the summer.

Garage Renovation Update #5 - March 11, 2009

 St. Julien: We are done there except for the traffic coating on the ramp. We will do that later in the spring when the weather is more consistently warm.

11th and Spruce: the epoxy coating and restriping is complete on the top deck. Premier should be finished with drain installation and concrete repair by 3/20. We are still scheduled for the electricians and the fire suppression demo and installations to start on 3/23. Jole will try to set another planning meeting with the contractors for Thursday 3/19 to finalize plans and develop closure plans.

1100 Walnut (Randolph): Tracy is still working on repair plans for the beams. Still undecided if we will repair or replace. Waco shoring is still on hold till we have a repair plan. Since we will probably have to close the garage completely for a period of time (up to two weeks) Jole is working on getting additional staff lined up so we can do all the work at once. We also have scheduled epoxy sealing the top deck and traffic coating the ramps. There are a couple of inverted tees that need repair in this garage. Engineering specs and safety guidelines is what will force the closure. Our intent is to get as much done as possible and mitigate any prolonged closures. The plan right now is to move permit parking to St. Julien while the garage is closed. We are targeting 3/23 to start work in this garage, most of the work will require small closures (a space or two at a time).

15th and Pearl: Crews should finish with the masonry work this week. Tracy is still trying to devise a repair plan for the columns on B-1. Once she finishes that, I will have a better idea on the effect on this structure.

We have not started to look at or plan for RTD yet.

Garage Renovation Update #4 - February 24, 2009

15th and Pearl: Some of the minor patch work last week uncovered some unanticipated problems with some structural concrete. Work was stopped until the extent of the problem can be determined. Our engineer/consultant has looked at the problems and will be working on a solution. Until we reach a solution, work is on hold.

11th and Spruce: Work is currently underway there in earnest. The top level is closed this week. Projects on the deck include the routing and resealing of joints and cracks along with shot blasting to prepare the concrete for an epoxy seal coat. I would anticipate the top deck being closed during the day for at least the remainder of this week, and perhaps into next. The weather will have a lot to say about that. The epoxy needs time to cure and that will determine closure times. I have a pre-construction meeting scheduled with Premier and the electrical and fire suppression contractors on Wednesday. We have our normal construction meeting at 9 am, we meet with Core Electric at 11 am 
and with Simplex Grinnell at 1 pm. Once this work starts, partial closures of floors will be necessary for demolition and installation of the fire suppression system. Electrical work will start after work on the fire suppression system is underway, it is our hope to coordinate the work to minimize closures. The schedule should allow for work on the top deck to be completed allowing parking spaces for displaced parkers. We will also be installing 6 new drains at various locations in the garage, these will be completed utilizing closures for fire and electrical.

Garage Renovation Update #3 - February 19, 2009

The first phase of work should be completed at 1000 Walnut (St. Julien) by Friday 2/27. Work completed at this site included the installation of 11 new drains, the surface treatment and epoxy sealing of the top level, and other minor repairs. Still to be completed is the coating of the lower ramp and entrance. These repairs will be completed later in the summer when warmer weather will allow a faster turn around time and less disruption.

Work will now be shifting to 11th and Spruce and 15th and Pearl. Minor projects will first be completed at each facility requiring only minimal space closures and very little impact on customers. Major work (fire suppression and electrical) is scheduled to begin in early March at 11th and Spruce. This work will require larger closures and traffic control. Patrons are asked to be cautious and be aware of workers and detours in each garage.

Work at 11th and Spruce includes the demolition and installation of a new fire suppression system and new lighting systems. New higher efficient and energy conserving fixtures will be installed.

Efforts are underway to contact as many permit holders as possible regarding disruption in services. It is expected that permit holders should be able to find space in the garage, day time short term parking may be affected. Short-term parkers may be routed to either 10th and Walnut or 11th and Walnut during this time. Further information will be made available at http://www.boulderparking.com/.

Renovation Update #2 - February 2, 2009

By Monday,  2/2/09, work should be finished in the center of the garage (St. Julien valet). The plan is for the striping crew to come in this weekend and restripe the lot. During the cleaning of the floor some additional cracks were located, extra efforts were made to seal these cracks. Work will continue on drain installation, small areas will be coned off on both levels for these projects.

With the completion of the center area work will now begin on the perimeter of the first level. Fencing is up to close off sections of the garage. The traffic plan in and out of the garage will be modified, patrons are asked to drive slow and be cautious. Detour signs will be in place.

We are also asking that patrons respect closures. Areas are clearly marked as closed for both the protection of the workers and patrons. We regret the inconveniences, however, the closures are necessary and we are working to minimize the impact. We thank you for your understanding and cooperation.

Renovations Update #1 - January 22, 2009

We spent the first week getting mobilized and completing some preliminary work at the St. Julien. We have a trailer set up in the lot behind the Tea House off of 14th. This will displace some permit holders. Those holders displaced should look for parking at either city lot to the north or the south. Parking Management Officers have been advised to honor valid and visible permits for any of the three lots.

Renovations have concentrated on the 1000 Walnut lot (beneath the St. Julien). Work this week was on identifying drainage issues and testing concrete integrity. Work will begin Thursday afternoon drilling holes and installing additional drainage. Major closures will commence on Monday morning. The center of the top deck will be closed. This area is utilized by the St. Julien for valet parking. Valet parking has been moved to the lower level to minimize any impact. Shotblasting will begin starting on Monday and is expected to last for 4-5 days (initial procedures). Sealing behind the shotblasting will commence as sections of the closure are cleared. Users of the garage can expect some additional dust and noise. There may also be a level of inconvienence as persons will be asked to walk around the closure to access elevators and stairs. To mitigate any conflicts, patrons are asked to park on the lower level where closures will be minimal (only to accommodate drain installation).

Work at 11th and Spruce is scheduled to begin in early March, not late January as originally noted. By delaying the work till then we hope to have both fire suppression and electrical work underway at the same time, minimizing impact and closures. City staff continues to be in constant contact with the contractor regarding progress and issues surrounding the project.

Commencement:

The commencement of the Central Area General Improvement District (CAGID) garage renovation and repairs project work began January 2009.      

Work will begin in January at two garages; 1000 Walnut (St. Julien) and 11th and Spruce. The work at the St. Julien will commence January 12, 2009 and will focus on water sealing and repairing minor cracks.  Included in the work will be removal of the oil and dirt on the concrete slab of the first level in advance of the application of the sealant.  During a three week period there will be intermittent noise during the day, 7am to 5pm.  Environmental Enforcement officers have been contacted.  Specific scheduling of the work will be coordinated with the St. Julien Hotel to minimize potential negative impacts.  Parking will always be available in the garage during the course of the work.

The work at 11th and Spruce will be the replacement of the fire suppression system; no specific date has been identified.  While sections of the garage may be closed off, parking will always be available in the garage during the course of work.

During the course of the repair work, all garages will remain open; areas within the garages will be closed to accommodate repair projects.

Background:

Since 1999, CAGID financial resources have been focused on improving Parking Services through the construction of two new major parking garages totaling $26 million, renovating the Pearl Street Mall, and covering escalating Eco Pass costs. A committee comprised of DUHMD/Parking Services, Downtown Management Commission, and Downtown Boulder Inc. staff has been meeting regularly to finalize a Capital Maintenance and Improvement Plan. 

During 2008, Wiss, Janney, Elstner Associates (WJE) engineers conducted condition assessment and budget for needed renovations and repairs in CAGID's five parking garages - 15th and Pearl, 11th and Spruce, 14th and Walnut (RTD), 11th and Walnut (Randolph Center), and 10th and Walnut (St. Julien Hotel).  The working committee compiled a list of aesthetic and operational items needed to be done to make the parking structures more appealing and comfortable to use by downtown customers. Premier Specialty Contractors have been selected to perform the work.

The total budget CAGID Capital Maintenance and Improvement Plan is $4 million spread over three years (2008-2010). Improvements will be completed in all five garages. The structural repair items have been identified as a priority to be completed before aesthetic renovation items; these include waterproofing, concrete and steel repairs, resurfacing, sealing, fire sprinkler and lighting replacements.  Initial aesthetic improvements will be focused on 11th and Spruce and Randolph Center including repainting and refurbishing interior directional signage and elevator replacement.
