Development Review


The use and development of land in Boulder is subject to city review and approval. "Development Review" is the process established by the city to evaluate proposed developments and land uses. Planning & Development Services (P&DS) breaks this review process into land use review and technical document review (aka engineering).

Administrative Review is a non-discretionary review action by the city manager (delegated to city staff), which may not be appealed or called up for further review. Administrative Review decisions are based on clear criteria in city codes. Examples of administrative reviews include administrative variances, conditional use review, parking reduction, and parking deferrals.

Land use review consists of the review and approval of all land use proposals including annexation, site review, use review, and preliminary plat.

Technical document review occurs near the end of the land use review process and includes review and approval of the technical and final documents required before an applicant can apply for a building permit for new construction. Technical document review includes approval of all water, wastewater, stormwater, flood management and transportation impacts of development projects. The review team also conducts inspections for city utility and transportation improvements constructed in the public right-of-way by developers.

Inclusionary Zoning Review
All residential development, regardless of size, is subject to inclusionary zoning which requires that 20 percent of the total number of housing units be made permanently affordable to low income households. Inclusionary zoning is administered by the City of Boulder Housing Division , Housing and Human Services Department.
