The following are links to city council memos and other documents that were prepared by city staff and presented to City Council throughout the duration of the Energy Future Project.
City Council Meetings
- April 16, 2013 - Council approved moving forward with the municipalization exploration studey into phase 2.
- Nov. 15, 2012 - Council reviewed and approved the DRAFT Municipalization Charter Requirement Metrics
- Oct. 16, 2012 - Council reviewed the DRAFT Municipalization Charter metrics under consent agenda and decided to bring them back for discussion on Nov. 15
- June 5, 2012 - First reading of potential CAP tax extension ballot language.
- Aug. 16, 2011- Third Reading Potential Ballot Language
- Aug. 2, 2011 - Second Reading of Potential Ballot Language
- July 19, 2011 - First Reading of Potential Ballot Language
- March 1, 2011 - Consideration of a motion to approve the Purpose, Framework, Goals and Objectives for Boulder's Energy Future Project.
- February 15, 2011 - Clean Energy Update under "Matters from the City Manager." CP&S Executive Director David Driskell gave an overview of the various staff teams that are working on the project.

Study Sessions with City Council
- Feb. 26, 2013 - Council reviewed and provided feedback on the six options for moving forward with the municipal exploration study
- Dec. 11, 2012 - Council received an update on municipalization exploration, the new Climate Committment, Climate Action Plan work for 2013, the city's Energy Performance Contract, and Commercial Energy Efficiency Strategies
- Aug. 28, 2012 - Council heard presentations, answered questions and provided feedback on the Municipalization Exploration draft work plan, project budget and draft metrics
- July 24, 2012- Council heard presentations, answered questions and provided feedback on work that has been done since the May 22 Study Session, including: Municipalization requirements and guidelines and general work areas (detailed conversation about this will be held during an Aug. 28 Study Session); and, Energy Action Plan items including CAP Tax, Commercial Energy Efficiency Strategies, and building code changes
- May 22, 2012 - Council heard staff presentations and asked questions about potential long-term climate action goals, the opportunity to extend the existing CAP tax and considerations related to a commercial energy efficiency strategy.
- Jan 31, 2012 - Discussion with council of the proposed 2012 work plan, including next steps in the analysis of potential municipalization of Boulder's electric distribution system; and planning for the next generation of Boulder's climate action initiatives. Includes information on current Climate Action Plan status and development of a new Energy Action Plan. Watch a replay on Channel 8
- July 26, 2011 - Continuation of the ballot item discussion from the First Reading that took place on July 19, 2011. The study session provided council with a summary of the deliberative discussions from the July 19 meeting and presented some ideas for modifications and alternatives.
- June 14, 2011 - The objective of this study session was to respond to questions raised at the May 10, 2011, study session (link below) and present and discuss additional analysis on the baseline data report, local energy options, ballot language options, and the financial feasibility model for creation of a local utility.
- May 10, 2011- The purpose of this session was to present, discuss and receive council feedback on preliminary findings related to Boulder's energy goals and supply-side options. Presentations included:
- A description of Boulder's current energy system
- A localization framework
- The regulatory and governance contexts within which decisions can be made
- A set of evaluation criteria for decision making
- The three primary options to date:
- Continued relationship with Xcel under a traditional franchise agreement
- A proposed business plan framework for creation of a local utility; and,
- A continuation of the status quo - no franchise agreement and continued collection of the Utility Occupation Tax
- April 26, 2011 - Introduction of Potential November 2011 Ballot Issues, including Boulder's Energy Future.
- December 21, 2010 - The purpose of this session was to present and discuss a preliminary evaluation of Boulder's supply-side energy options, and to request feedback on potential strategy framework and related November 2011 ballot measure that would position to community to pursue its energy goals while continuing to keep open the options of the partnership with Xcel Energy or municipalization.
- June 3, 2010 - This session provided council with an update on the Xcel Energy franchise discussions and also to worked to discuss and define options for council consideration in relation to the project.
- April 13, 2010- Boulder's long-term energy strategy, renewable energy credits (RECs), and the Xcel franchise.
- Discuss where Boulder’s energy comes from along with supply-side issues as they relate to Boulder’s Climate Action Plan, overall sustainability efforts, and “getting to the goal.”
- Outline and discuss the rationale for developing a “2020 Energy Strategy” for Boulder, including the components that would or could be addressed by the strategy and the process and initial steps toward its development.
- Request City Council input on near-term decisions related to city policy for renewable energy credits (RECs); particularly those associated with city hydroelectric facilities.
- Discuss the role of the franchise agreement with Xcel Energy in relation to Boulder’s current energy supply and the proposed 2020 Energy Strategy, providing an opportunity for input regarding the status of negotiations, proposed timeline, and potential outcomes.
