How to Apply for Funding from the Human Services FundTo ensure that the Human Services Fund is expended in a strategically-focused manner in accordance with Boulder's Housing and Human Services Master Plan, the City of Boulder Department of Housing and Human Services (HHS) issues a Request for Proposals (RFP). The Department expects to award approximately $2.6 million in 2010. All applicants must compete for funding through proposal submission in response to the RFP.An RFP is only issued only once every two years. Funding levels for odd-numbered years (e.g., 2009, 2011) are determined based on available funds and an agency's previous year's funding. That is, if an agency receives $10,000 in 2010 and the amount available to the Human Services Fund increases by 1.5% in 2011, the agency will automatically receive $10,150 for 2010 -- without submitting a new proposal. EligibilityAll agencies and organizations -- public or private, for profit or not-for-profit, governmental or non-governmental -- are eligible to receive funding under the RFP. Agencies and/or organizations must be a legal entity which serves, or proposes to serve, Boulder city residents. The City of Boulder is interested in supporting minority-focused organizations, grassroots agencies, organizations with an annual budget of $50,000 and organizations in existence for three years or less, as well as larger more established agencies. Review ProcessAll proposals in response to the RFP will be reviewed and considered by the Human Services Fund Technical Review Committee (TRC) in the spring and summer of the year prior to the first program year. The allocations process is completed by December. The City reserves the right to reject any or all proposals, to waive informalities and irregularities in proposals received, and to accept any portion of any proposal or all items proposed if deemed in the best interests of the City.
