28th Street Improvements Project28th Street is a gateway to Boulder for employees, visitors, students, and residents. When the 28th Street Improvements Project is completed, 28th Street will be transformed into a multimodal corridor with unique transportation, safety, aesthetic and economic enhancements. These improvements have been funded with a number of sources, including city transportation funds, state transportation funds, federal transportation funds and the 2011 voter-approved Capital Improvement Bond. South SectionThe south section of the 28th Street Improvements (coined "Hello Boulder") extends from Baseline Road to Arapahoe Avenue. Project construction has been divided into phases. Phases 1 and 2 were completed by fall 2006 and included new bike lanes, transit superstops, improved roadway lighting, and construction of a sidewalk on the east side of the 28th Street Frontage Road. Phase 3 was completed at the end of 2012 and included the construction of a multi-use path along the west side of 28th Street from Colorado Avenue to Baseline Road. Middle SectionThis section extends from Arapahoe Avenue to Pearl Parkway and includes a multi-use path on the west side of 28th Street from Arapahoe to Valmont Road. Construction is anticipated to begin in 2013. North SectionImprovements to the north section of 28th Street (Pearl to Iris) will include:
Left-turn lanes were added on 28th Street at the intersections of Pearl Street, Valmont Road, and Iris Avenue. A bond-funded project to provide a multi-use path on the west side of 28th Street from Arapahoe Avenue to Valmont Road is part of this section (and also the Middle Section). Construction is anticipated to begin in 2013. Planning and design of the 28th Street (Iris-Yarmouth) Multi-Use Path and On-street Bike Facility Improvements has begun and construction is anticipated to begin in fall 2014. The 28th Street (Iris to Yarmouth Avenues) Bicycle and Pedestrian Improvements project is being reviewed through the city's Community and Environmental Assessment Process (CEAP). A public hearing was held at the May 13, 2013 Transportation Advisory Board (TAB) meeting and the board recommended approval of the project CEAP and recommended design options. The CEAP document was forwarded to City Council for potential call-up by July 16, 2013. If the CEAP is not called up at that time, the project will move forward to the final design phase. CU’s 28th Street Landscape Development Master Plan calls for enhancements on its eastern boundary, which include new outdoor basketball courts with sunken bleacher seating and possibly flower gardens. Leveraged Funds The upcoming improvements along the Arapahoe Avenue to Valmont Road section of 28th Street is a combination of Capital Improvement Bond funding and city transportation funding.
