Installation of Pedestrian Crossing Treatments

Recognizing pedestrian travel as its primary transportation mode, Boulder has a goal to become the most walkable community in the country. Pedestrian activity is supported by providing safe and efficient pedestrian crossing treatments that work well with other modes of transportation. Boulder aims to provide a diverse portfolio of viable transportation options and to develop a balanced roadway network that inspires confidence and provides safety for people to walk, bike, ride the bus or drive to complete their daily trips.

The city's pdfPedestrian Crossing Treatment Installation Guidelines, were adopted in 2006. This document assists staff in determining when it is appropriate to install crossing treatments and what type of treatment to install. The treatments include:

  • Standard crosswalks
  • School crosswalks
  • Special “State Law – Yield to Pedestrians” signage
  • Pedestrian actuated flashing beacons
  • Raised crossings on right turn bypass islands
  • Pedestrian actuated traffic signals
  • Median refuge islands
  • Underpasses and grade-separated crossings

Since the adoption of these guidelines, staff has evaluated various potential crossing locations. While many locations did not meet the guideline criteria, staff has identified a number of locations that do. These locations have been prioritized for construction based on crossing activity, conflicting vehicle activity and cost to construct the improvements. Many locations are still being evaluated, but the following locations have been prioritized, are listed in order of priority and shall be constructed as funding allows:

Folsom Avenue and Spruce Street
Canyon Boulevard and 21st Street
Broadway and Yarmouth Avenue
Baseline Road and Canyon Creek
Sioux Drive and Mohawk (east/south legs)
Colorado Avenue and Monroe Avenue
Range Drive north of Arapahoe
Spine Road and Gunpark Drive
Pearl Street and 10th Street
19th Street and Orchard Park
Spine Road and Chaparral Court
Pearl Street and 10th Street
Mohawk Drive north of Laguna Drive
Valmont Road and 24th Street
Sioux Drive and Seminole Drive
Broadway and Poplar Avenue
Thunderbird Drive and Apache Court
Thunderbird Drive and Thunderbird Court
13th Street North of High Street
Table Mesa Drive and Gilaspie Drive
Table Mesa Drive and Yale Drive
Amgen Driveway and Airport Boulevard
Quince Drive and 15th Street
South Boulder Road and Manhattan Drive
Table Mesa Drive west of Vassar Drive
Pearl Street and 23rd Street
