City Council accepted the master plan update by unanimous vote on November 16, 2004. 

The Comprehensive Flood and Stormwater Master Plan is the policy that drives efforts in flood management, stormwater drainage (detention, retention and sewers), and stormwater quality.  Originally called the Comprehensive Drainage Utility Master Plan (CDUMP), the name of the plan has been changed to reflect the significant effort that also goes into Flood Management under the Utilities Division of Public Works.  CDUMP was originally adopted in 1989.

Scope of the Update

We reviewed how well current programs were working and set forth in CDUMP and set priorities that will guide the future allocation of resources.  The primary difference between CDUMP and the master plan update was in the level of detail of associated capital improvement plans.  Whereas CDUMP incorporated newly created engineering plans that were essentially preliminary designs, the current master plan update does not provide this level of detail for future improvements.  Rather, the intent of this master plan update was to review various policy alternatives and allow details to be developed at a later date.
