Independent Review Panel (IRP)

The IRP was created in December of 1999to assist Utilities staff in the master planning and flood mapping process for Fourmile Canyon Creek.  During its review and ivestigation of floodplain management and recommended infrastructure development for the Fourmil Canyon Creek flood basin, IRP members determined that the city would need to address policy requirements contained in the master plan update in order to make systemic adjustments to traditional flood management practices.  In testimony before the Boulder City Council during the Flood Management Study session in February of 2001, IRP member Gilbert White indecated that the IRP had a profound interest in the master plan update as a vehicle for insuring that future development and flood protection practices prohibited additional designed "problems" in the city's creeks and floodways.  City Council members asked Dr. White if he and his colleagues would assist with the master plan update.  The IRP has continued its work on behalf of flood and drainage issues since then and is committed to participating in the master plan update.

The IRP includes professor emeritus and flood-protection expert Dr. Gilbert White, Codirector of the CU Natural Hazards Center Mary Fran Myers, hydrolic engineer and former city council member Ken Wright, Colorado Water Conservation Board representative Brian Hyde, and joining with the original members for the master plan update, Urban Drainage and Flod Control District Director Scott Tucker.

Water Resources Advisory Board (WRAB)

Group Goal:

The purpose of the Water Resources Advisory Board is to review the master plan and provide a recommendation to the Planning Board and City Council.

The Water Resources Advisory Board (WRAB) accepted the draft master plan by unanimous vote at the May 17 meeting and provided the following recommendations:

  • The path the city has chosen is a slower, more affordable path.  There is a faster path that is much more expensive.
  • There needs to be better coordination between departments on flood issues.

 


Citizen Review Group (CRG)

Group Goal:

The purpose of the Citizen Review Group is to have a group of citizens who are affected by and/or utilize the policies contained in the city's guidelines for stormwater drainage and flood management, review information provided by the consultant and provide feedback.  It is anticipated the CRG will meet a total of four times during the engineering and technical investigation process.

The consultant wil research and present suggestions and recommendations for use in the master plan update.  Input from the review group will be assembled as "reactions and recommendations."  The group's feedback will be used for purposes of advisement and may or may not be forwarded with the draft plan to the city's boards and commissions for their use in their own review of the draft plan.

CRG Reviewer's Role:

The review participants are asked to review the consultant's recommendations and give input.  In their review, participants are asked to evaluate the suggestions and recommendations against the following questions:

  • How does this suggestion/recommendation affect my area of interest?
  • How does this suggestion/recommendation affect broader city-goals for whick I am concerned?
  • What are the benefits and costs of adopting this suggestion/recommendation?

CRG Reviewer's Responsibilities:

Reviewers should, to the best of their ability:

  • Participate in the three review group presentation meetings.
  • Review materials provided for the three review meetings in advance.
  • Ask clarifying questions on e-mail or at the meetings
  • Provide candid and thoughtful comments and input to the project staff.
  • Frame input to suggest "positive futures" for the city's utilities program.
  • Focus on problems; not on people.  Listen and treat all project participants with respect.
  • Help project staff understand how suggestions and recommendations help the master plan serve Boulder's community goals.
  • Help project staff gather input and inform other community-interest groups of the update process.
