Fourmile Canyon & Wonderland Creek Flood Mitigation Planning

Introduction/Background:

Previously unknown flood hazards associated with Fourmile Canyon and Wonderland creeks were identified in the late 1990s during the city's review of proposed new development as part of the floodplain development permitting process.

The study area includes the Fourmile Canyon Creek floodplain from the mouth of the canyon to its confluence with Boulder Creek and the Wonderland Creek floodplain from down stream of Wonderland Lake to its confluence with Goose Creek. Additionally, the Fourmile Canyon Creek spill floodplain, located between Fourmile Canyon and Wonderland creeks, upstream of Broadway to approximately 19th Street, is also included. Recent Events:

Aug. 17, 2009 - Flood mitigation update to WRAB

Aug. 5, 2009 - The city held an open house to seek input on whether channel modifications should be recommended to provide 100-year flow conveyance or modifications to contain only the high-hazard flood zone for Wonderland Creek between 28th and 47th streets. The presentation included a comparison between the alternatives including the differences in costs, changes to flood hazards, changes to flood insurance premiums and impacted structures.

May 2009 - A Study Session with City Council was held on April 28, 2009 regarding the city's flood management and mitigation program and the Fourmile Canyon and Wonderland creeks flood mitigation plan. Copies of the study session packet, study session presentation and study session summary are available below. With respect to the Fourmile Canyon and Wonderland creeks flood mitigation plan, city staff plan to prepare an agenda item to consider acceptance of the proposed plan in the near future. Notice of the associated public hearings will be provided via this Web site and the E-News e-mail subscription service (select the "Public Works Fourmile" list).

April 28, 2009 Study Session materials:

January 2009 - Love & Associates (consultant) was commissioned to evaluate various flood mitigation alternatives and developed recommendations in the Phase A Report - Alternatives Analysis.

City staff modified the consultant recommendations during a series of meetings with the Water Resources Advisory Board (WRAB) and Planning Board.

Final staff recommendations were presented to City Council on Nov. 10, 2008 as part of a public hearing. City Council decided to delay a decision regarding these recommendations until after a study session and possible field trip.
