FasTracks Local Optimization (FLO) Work

Project Status/Update:

The FLO Committee met on March, 21 2008 as part of their biannual check-in on progress for getting ready for FasTracks. The major topics on the agenda included:

  • Since the committee last met, a number of the participating agencies have adopted plans related to climate change and greenhouse gas (GHG) emissions. The committee considered opportunities in this area and their connections to the FLO process.
  • Previous FLO materials had focused on programs and projects but had not focused on potential policy changes. With increasing limits on the ability to fund programs and projects, the committee considered a variety of policy initiatives that would support progress toward the city's vehicle miles traveled (VMT) and GHG reduction goals.
  • Review of a slightly updated project list and updated funding levels.
  • The committee also provided feedback on the City of Boulder Transportation Division's materials that was presented within the Tuesday, April 8, 2008 City Council Study Session on the "Climate Action Plan, Transportation and Renewable Energy Strategies to Reduce Greenhouse Gas Emissions."

Purpose and Background:

The FasTracks Local Optimization (FLO) work program is an effort to ensure that the city and the Transportation Master Plan (TMP) fully respond to the passage of FasTracks and the coming regional transportation investments. It is the future transportation system in Boulder that integrates the regional rail and bus rapid transit facilities, expected to be on line in 2014/2016.

In 2005, the FLO committee was created with key community partners such as city staff, City Council, Transportation Advisory Board, RTD, University of Colorado, Boulder County, local business owners and interest groups such as the Sierra Club and PLAN Boulder.

The FLO committee created a "To Do" list of projects, programs and services needed to be in place by 2014 and 2016, and also noted early action items for successful outcomes.  Organizations within the committee will be working on their early action items and getting ready for the commuter rail and Bus Rapid Transit improvements to be in place in 2014 and 2016.    

Given that the city's latest update to its TMP was developed in 2003 prior to the passage of the FasTracks program, and that the FasTracks improvements will be constructed before the TMP's horizon of 2025, staff has reviewed the TMP to ensure that Boulder's local transportation infrastructure, programs and services mesh seamlessly with the FasTracks improvements.

At the May 29, 2007 City Council Study Session, staff presented the project list, cost estimates and an update on the new transportation financial situation which influences the city's ability to implement the project list.  City Council supported the following next steps:

  • Amend the TMP with FLO modified fiscally constrained  and action plan project lists;
  • Explore new funding sources for transportation projects and programs.

The FLO Committee will continue to meet biannually to track progress.
