Average Winter Consumption (AWC)The Average Winter Consumption (AWC) is calculated during the four-winter month period (December through March). During the four-winter month AWC calculation period (December through March), wastewater quantity charges are billed using actual water use for those months. For the remainder of the year, wastewater charges for residential customers are billed based on AWC or actual water use, whichever is less.
