Chief Beckner's long-term commitment to the Boulder community is illustrated by the varied projects to which he has lent his time and energy. From developing a citizen review component for the department's internal affairs process to directing complex problem-solving efforts in targeted neighborhoods, Chief Beckner's many accomplishments exemplify his basic policing philosophy: working with the community to solve crime and crime-related problems. On a national level, Chief Beckner has lectured and consulted on such topics as evaluating police performance, problem-solving, and community policing. He has authored several articles which have appeared in national publications. Since his appointment, Chief Beckner has stressed the importance of teamwork, and is committed to the goal of constantly improving the department's effectiveness. "My ultimate goal," Chief Beckner has conveyed, "is to provide the best police service possible to the members of our community.
During his career, Deputy Chief Hayes has served as a patrol officer, detective, sergeant and commander. As a commander, Hayes directed the department's complete revision of its Field Training and Evaluation Program. Deputy Chief Hayes holds a Bachelor of Science degree in Political Science and Criminology from Metropolitan State College of Denver. He is also a 1993 graduate of Northwestern University's School of Police Staff and Command.
Deputy Chief Testa joined the Boulder Police Department in 1987 after working as an officer for the Northglenn Police Department. He has served as a commander for the Boulder Police Department for six years. His most recent assignments have included overseeing the Detective Section and heading the Boulder County Investigative Team. Before that, he worked in a variety of positions in patrol, traffic and with the SWAT and bomb teams. He holds a master's degree in executive leadership in criminal justice from the University of Colorado-Denver and a bachelor's of science degree in computer information systems with a minor in management from Regis University. The Deputy Chief of Operations oversees patrol, traffic and detectives.

serves as Boulder's Chief of Police. He began his career with the Boulder Police Department in 1978 as a patrol officer. During the next 20 years, Chief Beckner rose through BPD's ranks, achieving the rank of sergeant in 1983, commander in 1994, and finally, chief in June of 1998. Chief Beckner's career encompasses a wide range of assignments and experience, including crime scene investigation, hostage negotiation, internal affairs, special weapons and tactics, traffic, and investigations.
