2009 Utility Rates

The City of Boulder with City Council support, decided not to persue utility rate increases for 2010, therefore 2009 rates will remain in effect.

The following percentages are the percent increases in revenue for each of the city utilities for 2009:

  • Water Service - 8%
  • Wastewater - 5%
  • Stormwater/Flood Management - 3%

Utility revenue increases are considered by City Council beginning in October of each year as part of the citywide budget process.

Why rate increases are needed:

Water -

  • To cover inflationary increases for operating expenditures and construction materials (particularly for replacing waterlines).
  • To fund expansion and improvements to the Boulder Reservoir intake and pumping facility, and the Iris and Cherryvale pump stations.

The improvements to these facilities are needed as water from the Northern Colorado Water Conservancy District (NCWCD) plays an increasingly important role in the city's overall water system.  The improvements will also ensure continued compliance with federal Safe Drinking Water Act regulations.

Wastewater -

  • To cover inflationary increases for operating expenditures and construction materials. (maintenance for sewer lines, pump stations, manholes etc.)
  • To fund the design of an ultraviolet(UV) disinfection system which will replace the existing chlorine gas disinfection and sulfur dioxide de-chlorination systems.  A new disinfection system will continue to maintain water quality for Boulder Creek and downstream waterways.
  • To fund the design and permitting of an additional biosolids digester at the Wastewater Treatment Facility.  A new digester will allow biosolids to be reduced as a soil amendment and fertilizer.

Stormwater -

  • To cover inflationary increases for operating expenditures and construction materials.

In January 2007, the city switched to a five-block rate structure called a "water budget." As the amount of water use increases and moves into the next block, the cost per thousand gallons increases. Average Winter Consumption (AWC)

During the four-month Average Winter Consumption (AWC) calculation period (December through March), wastewater quantity charges for residential customers are billed using actual water use for those months. For the remainder of the year, residential customers are billed based on AWC or actual use whichever is less. Non-residential customers are billed for wastewater quantity charges based on actual use or indoor water budget allocation depending on their selected water budget option.


Monthly Stormwater and Flood Management Fees

Owners of single-family dwellings within the city limits will pay the following monthly stormwater fees.

The fee for all non single-family dwellings is individually calculated.
