In order make homeownership opportunities available in Boulder to people of modest means, the City's Division of Housing operates several programs.  A few principles underlie those programs.

To ensure that the limited number of affordable homes serve people who have few or no other options in the Boulder market, purchasers must have income and assets below specified limits.  Most of our programs require permanent affordability of the homes.  In short, in exchange for having the opportunity to buy an affordable home, you agree to make that opportunity available to the next qualified buyer when you sell. 

As not all buyers have the same needs, we provide options such as:

  • affordably priced homes 

  • downpayment grants to buy homes of your choice  

  • down payment loans that don't require permanent affordability

  • homebuyer training for anyone, regardless of income

Lastly, our publicly-supported programs give preference to people who already work and live in our community.  More than 400 permanently affordable homes already exist, with more being added each year.  By providing affordable options, these homes enhance Boulder's economic diversisty and help preserve our sense of community.  An average of 75 households buy through our programs each year.  We hope our programs help you meet your homeownership goals.
