Construction

Construction will  begin in late May 2013 and is anticipated to be completed in fall 2014. There will be traffic and other construction impacts throughout the entire 15-to-18-month construction period.  There are three phases to the construction, each with distinct traffic impacts.  The most impactful work, in terms of traffic, will take place during the summers of 2013 and 2014 to take advantage of a general reduction in travelers during summer and less school and university activity.

Phase 1: June through mid-August 2013 –Stormwater and other utility relocation work. 
There will be a full-time closure in effect with one lane of eastbound traffic open on Arapahoe Avenue between Folsom and 15th Streets.  Westbound vehicular traffic and the JUMP bus will be detoured onto Canyon Boulevard.

Phase 2: Mid-August 2013 to May 2014 –Construction of curbs, gutters, driveways, and sidewalks, and irrigation relocation. 
Two-way vehicular traffic will be reduced from three to two lanes during off-peak hours. The JUMP bus will remain on Arapahoe Avenue, but there may be temporary bus stop closures.

Phase 3: Late May 2014 to mid-August 2014 – Concrete paving. 
There will be a full-time closure in effect with one lane of eastbound traffic open on Arapahoe Avenue between Folsom and 15th Streets.  Westbound vehicular traffic and the JUMP bus will be detoured onto Canyon Boulevard.

In September and October 2014, there will be finish work and landscaping that will have include daytime single-lane closures in both directions on Arapahoe Avenue.

Project Overview

Project improvements include:

• Reconstruction of Arapahoe Avenue into concrete from Folsom to 17th streets and possibly to 15th Street (as funding allows);
• Underground utility improvements, including storm sewer installation from Folsom to 15th streets;
• Reconstruction of deteriorated sidewalks and driveways, installation of ADA-compliant curb ramps and widening of sidewalks (where space allows);
• Minor urban design, landscaping and transit stop improvements (as funding allows); and
• Extension of the existing student-drop off area and multi-use path on the south side of Arapahoe Avenue along the Boulder High School property.

Funding
This project will be funded by the 2011 voter-approved Capital Improvement Bond.
